Mobile Device Policy

In order to comply with the SMUHSD board policy (developed in compliance with California’s Phone-Free School Act Assembly Bill 3216) of a cell-free academic environment during the school day while understanding the uniqueness of the Middle College Program, our program will implement the following cellular device policy during the 2026-27 school year. Staff will review implementation and any needed changes in the fall semester to determine whether any adjustments are needed. This policy includes phones and airpods.

Each classroom will have a Quiet Case Phone Locker. Lockers will be stored near the teacher work area. Each
student will be assigned a number in each class; the expectation is that they will immediately put their phone in
the assigned spot at the very beginning of class. Teachers will lock the box at the beginning of class and unlock
the box at the end of class. Students will not have access to their phones UNLESS teachers unlock the devices
for student use during class. Students are not allowed to take their phones into the bathroom.

Middle College students participate in CSM courses and activities. As such, they are developing the
independence expected of college students. While Middle College sets expectations within our classrooms,
students are responsible for making thoughtful choices about device use in CSM spaces.

If a student fails to abide by the expectations, the following steps will be taken to support the student in meeting
the expectations of the cellular device policy:

  • First concern (Tier 1): The teacher will have a conversation with the student to review the expectations, problem-solve strategies, and discuss potential consequences for moving forward.
  • Continued concerns (Tier 2): The teacher and student’s advisor will meet with the student to discuss the ongoing concern and identify additional supports, strategies, and/or consequences as part of the student success plan.
  • Ongoing concerns (Tier 3): The teacher, advisor, and administrator will meet with the student and parent/caretaker to discuss the concern, review expectations, and develop a plan to support and ensure the student’s success in following the policy. This will likely include the use of a phone pouch for the individual student.
